What the data shows
Across the 50 largest US markets, covering 24,254,473 broadband-serviceable locations, fiber is available to a median of 59.1% of business locations against 60.2% of residential ones. Those medians are close, and they hide the finding: the two figures diverge in both directions, by as much as 54.9%, and which way they go is a property of the individual market rather than of any region or provider.
- Business fiber availability runs ahead of residential in 30 of 50 markets and behind it in 20. There is no safe default assumption in either direction.
- In 39 markets the two sit within 10 percentage points of each other, so the divergence is concentrated in a minority of cities.
- Business runs furthest ahead in Miami (34.4%), Baltimore (29.7%), Boston (26.3%).
- Business falls furthest behind in Long Beach (54.9%), Kansas City (29.5%), Austin (17.8%).
- The residential figure alone is therefore a poor guide to what a business at a given address can buy, which is the practical reason this index exists.

How to read this, and what it does not say
Each figure is the share of broadband-serviceable locations in a Census place where at least one provider reported fiber at 100/20 Mbps or faster, in the December 31, 2025 filing. The business and residential columns come from the same filing by the same providers. The only thing that differs is which population they reported against, which is what makes them comparable.
Four limitations worth stating plainly, because they bound what the numbers can be used for:
- These are advertised figures, not measurements. Providers self-report what they say they can serve. Nothing here is a speed test, and nothing here is a guarantee for a specific address.
- Filings can be wrong. The FCC runs a challenge process for exactly that reason. Where a market's two figures diverge far beyond the range of every other market, this index says so rather than presenting it as settled.
- Census place is not metro area. A figure for a city does not describe its suburbs, and city boundaries vary enormously in how much of the built-up area they capture.
- There is no brand dimension. The FCC's public summary files report how much fiber reaches a place, not whose fiber it is. No figure here can be read as a coverage number for any named provider.

Note on the highlighted rows. Long Beach (13.4% business against 68.4% residential) is more than 35 percentage points apart, far outside the range every other market in this table falls into. That is what the filing reports. It may reflect how those markets were filed rather than what is buildable on the ground, and we would treat it as a question rather than a finding.
