The US Business Fiber Availability Index

The FCC reports business and residential fiber availability as two separate figures. Almost nobody publishes the business one. Here it is, for the 50 largest US markets.

What the data shows

Across the 50 largest US markets, covering 24,254,473 broadband-serviceable locations, fiber is available to a median of 59.1% of business locations against 60.2% of residential ones. Those medians are close, and they hide the finding: the two figures diverge in both directions, by as much as 54.9%, and which way they go is a property of the individual market rather than of any region or provider.

  • Business fiber availability runs ahead of residential in 30 of 50 markets and behind it in 20. There is no safe default assumption in either direction.
  • In 39 markets the two sit within 10 percentage points of each other, so the divergence is concentrated in a minority of cities.
  • Business runs furthest ahead in Miami (34.4%), Baltimore (29.7%), Boston (26.3%).
  • Business falls furthest behind in Long Beach (54.9%), Kansas City (29.5%), Austin (17.8%).
  • The residential figure alone is therefore a poor guide to what a business at a given address can buy, which is the practical reason this index exists.

How to read this, and what it does not say

Each figure is the share of broadband-serviceable locations in a Census place where at least one provider reported fiber at 100/20 Mbps or faster, in the December 31, 2025 filing. The business and residential columns come from the same filing by the same providers. The only thing that differs is which population they reported against, which is what makes them comparable.

Four limitations worth stating plainly, because they bound what the numbers can be used for:

Sorted by broadband-serviceable locations. The difference column is business minus residential, so a positive number means more business locations can get fiber than homes can.

Note on the highlighted rows. Long Beach (13.4% business against 68.4% residential) is more than 35 percentage points apart, far outside the range every other market in this table falls into. That is what the filing reports. It may reflect how those markets were filed rather than what is buildable on the ground, and we would treat it as a question rather than a finding.

Questions about the data

Where does this data come from?
The FCC Broadband Data Collection, fixed broadband, as of December 31, 2025 (files dated August 4, 2026). Providers file twice a year and report separately against residential and business broadband-serviceable locations. Everything on this page is the share of locations in a Census place where at least one provider reported fiber service at 100/20 Mbps or faster. FCC data is a US government work and in the public domain.
Why does the business figure differ from the residential one?
Because they describe different buildings. Fiber gets built where the return justifies the trench. Residential subdivisions are usually built out as whole streets, while commercial premises are scattered and individually negotiated, and older commercial areas are often still on copper that was adequate for phone lines and never upgraded. Where business premises sit in a dense, long-wired core the business figure can come out well ahead of the residential one. Where commercial property is spread along arterial roads and industrial parks it usually falls behind.
Is this measured speed?
No, and that distinction matters. These are advertised availability figures self-reported by providers to the FCC. They describe what a provider says it can deliver to a location, not what a speed test would return, and they are not a guarantee for any individual address. The FCC operates a challenge process precisely because filings can be wrong.
